Den svenska staten är tydligen fast besluten att göra allting ännu värre för dessa migranter. En grupp migranter på ungefär hundra samlade pinnar och presenningar och byggde ett lager av små hus i Stockholmsförorten Högdalen. Polisen avhyste de från platsen och deras hus blev nedrivna. De flyttade, med hjälp av lokala aktivister, till en annan tom plats i Sollentuna, där de på nytt byggde upp sina hus. Men efter att ha bott där några veckor mottog migranterna ett nytt vräkningsbeslut den elfte mars. Inte nog med att beslut var skrivet endast på svenska och engelska, så att migranterna inte kunde förstå vad det stod, utan det gav dem endast två dagar på sig att flytta; de skulle lämna lägret innan klocka sju på morgonen, den trettonde mars.

Dessa vräkningar är grymma angrepp mot en oerhört utsatt grupp, utförda av staten och kommunen. Marken i Sollentuna, som kommunen gör anspråk på att äga, är oanvänd och outvecklad. Migranterna har inte gjort något annat än att fredligt göra bruk av marken genom att där bygga sina hus med sina egna händer.  Anstötligt nog utförs dessa angrepp delvis under förevändningen att det är “ovärdigt” att bo i dessa hus, vilket är ungefär lika rimligt som att bryta någons kryckor för att det är ”ovärdigt” att de ska behöva ha dem för att gå. Det riktiga skälet för denna politik är att politikerna och den vita svenskfödda medelklassen inte vill ha fattiga romer i sitt land. Kommunens representanter ”erbjöd” till och med migranterna bussbiljetter till Rumänien. Budskapet verkar klart: om du ska svälta får du göra det i Rumäniens getton.

Så som svar på vräkningsbeslutet mobiliserade den trettonde mars ett trettiotal aktivister för att kämpa mot det. Runt klockan åtta på morgonen hade aktivisterna bildat en mänsklig kedja och lyckades pressa tillbaka polisen. Runt klockan två, då jag själv hade fått kunskap om vad som pågick och anslutit mig till protesterna, hade polisen fått ordentligt med förstärkning, och mobiliserade igen för att utföra vräkningen. Vi satt i armkrok i husen, men efter ett tag förde polisen bort oss och placerade oss i en buss, för att senare släppa av oss långt från platsen.

Alla hus revs. Det verkar som att runt hälften av migranterna återvände till Rumänien, och runt trettio gavs en tillfällig övernattningsplats av aktivister. Framtiden ser mörk ut för dessa migranter, såväl för de hundratusentals fattiga romer som bor i ett allt kallare och mer brutalt Europa. Det är inte lätt att komma på simpla idéer om hur denna extrema fattigdom ska åtgärdas på kort sikt. Men en sak är klar: statens vräkningar och cyniska nedrivning av taken över deras huvuden kommer göra allt mycket värre.

The Swedish state is apparently devoted to make everything even worse for these migrants. A group of migrants of about a hundred gathered sticks and some tarps and made a camp of small houses in the Stockholm suburb of Högdalen, only to be evicted by police and have their cabins torn town. They relocated, with the help of local activists, to another empty plot of land in the suburb Sollentuna where they rebuilt their houses.  But after living there for a couple of weeks, the migrants were served with a new eviction notice on  March 11th. Not only was it in Swedish, making it impossible for the migrants to understand it, but it gave them less than two days notice; they were to leave the camp before 7 AM on the 13th.

These evictions are vicious attacks by the state and municipality on an incredibly vulnerable segment of society. The land in Sollentuna is claimed by the municipality itself, and is unused and unimproved. The migrants have done nothing but peacefully homestead the land, building their houses with their own hands. Obnoxiously, these attacks are partly carried out under the pretext that living in these houses is “undignified,” which makes about as much sense as breaking someone’s crutches because it is “undignified” that they should need them to walk. The real cause for these policies is that the politicians and the white middle class do not want poor Romani people in their country. Representatives from the municipality even “offered” the migrants bus tickets to Romania. The message seems clear: If you are going to starve, you will have to do it in the ghettos of Romania.

In response to the eviction, around thirty activists mobilized on the 13^th to resist it. Around 8 AM, the activists had formed a human chain and managed to push back the police. Around 2 PM, when I myself had gained knowledge of what was going on and joined the protest, the police had received substantial reinforcements, and again mobilized to carry out the eviction. We sat arm in arm in the houses, but after a while the police carried us away and placed us in a bus, later to be dropped off far from the scene, most of us suspected of what is called “disobedience towards law enforcement.”

The houses were all torn down. It appears that around half of the migrants went back to Romania, and about thirty where given temporary places to sleep by activists. The future is looking dark for these migrants, as well as for the hundreds of thousands or poor Romani people living in an increasingly cold and brutal Europe. It is not easy to come up with simple ideas of how to remedy this extreme poverty in the short run. But one thing is clear: the state’s evictions and callous demolition of the roof over their heads will make things much worse.

Contrary to popular belief, being imprisoned in Sweden is no picnic. Although there is a big difference between Sweden and the US, Sweden’s prisoners are also needlessly treated in inhumane ways. Former inmate Torgny Jönsson was one of many inmates placed in the so called “bunker,” a high security facility where inmates are denied any kind of education, rehabilitation, treatment, occupation or visits from family members. He has now started the campaign Reclaim Justice, suing the Prison and Probation Service, on the charge that bunker placement is “legally uncertain like in the USA,” arbitrary and lacks procedural transparency.

The monstrosity of the modern prison system is made possible by the fact that its victims are at the very bottom of the societal ladder. It is based on a logic of vengeance rather than one of scientifically tried methods of actually improving society. It is a cynical exploitation of the blind hatred and fear of “criminals” that many people hold, and lies at the heart of the myth of why we need a state at all. Without the state’s police and prisons, the myth goes, “they” will have free reign. “They” will be able to murder and steal without a care in the world. So the state puts them in prisons and bunkers, in the end making society less safe and more violent for all of us.

So what should be done instead? For one thing poverty and exploitation should be addressed. 32 percent of Sweden’s inmates are citizens of other countries. The total amount of immigrants in Sweden’s prisons is unknown, but higher. Sweden’s labor immigration system is seemingly tailor made to assert the dominance of employer over worker – it is a system in which immigrants’ right to be in Sweden is dependent on having employment, making them extremely dependent on employers and vulnerable for exploitation. Free immigration would end this exploitation, but this is of course just one of countless examples of how the state keeps poor people down. Let’s end this vicious circle of poverty and violence by bringing down the state and its capitalist cronies.

Men ID-kontrollerna i tunnelbanan var, tyvärr, endast en aspekt av många i det upptrappade kriget mot papperslösa migranter. REVA plågade icke-vita människor i hela Sverige, i synnerhet dem utan papper. I september 2013 kom så avslöjandet att polisen I Skåne hade ett utförligt register av 4 029 romska personer. Dokumentet bar namnet ”resande”; det innehöll inte någon information om de listade personernas kriminella aktivitet; det hade formen av ett stort familjeträd; det inkluderade både personer som länge hade varit döda och över tusen barn; och läckan inom Skåne-polisen bekräftade att registret internt var känt som ”zigenar-registret”. Men trots allt överväldigande bevis för att polisen sysslade med storskalig registrering på etnisk grund avfärdade polisen dessa anklagelser och sa att dokumentet inte var något annat än register av kriminella i Skåne och deras bekanta, med funktionen att bekämpa brott i Skåne. Trots det faktum att många på listan inte hade någon koppling till Skåne, bodde på andra sidan landet, och inte hade något samröre med personer som dömts för brott.  Den enda gemensamma nämnaren för personer på listan var att de var, eller var gifta med, personer med romsk bakgrund.

Gång på gång anklagas polisen för rasism, brutalitet och maktmissbruk. Och gång på gång blir vi tillsagda att vara tålmodiga och lugna, och att vi ska rösta bort problemen. Som anarkist anser jag att vi bör tillbakavisa idén att staten är den enda legitima kanalen för social påverkan och framsteg. Stater har så länge de existerat visat att de är oförmögna, och saknar incitament, att bekämpa dessa brutala yttringar som går emot allt det vi fått höra att ”demokrati” ska innebära. Vi måste sluta ge dem nya chanser.

Betyder detta att alla reformer är meningslösa? Nej. Ibland sker framsteg, som resultat av starkt socialt tryck och opportunistiska – eller genuint välmenande – politiker, Men alla dessa små steg är försumbara jämfört med de oerhörda fördelar som skulle vinnas på en utveckling mot en kultur där att ringa polisen inte är den självklara lösningen vid en konflikt, där människor själva tar säkerhet och solidaritet i sina egna händer, och där att rösta på en härskare inte ses som det centrala ansvaret vi har mot andra människor; en utveckling, det vill säga, mot anarki.

Det är därför det är så uppfriskande att se de sätt på vilka vanliga människor i Sverige har reagerat på de rasistiska ID-kontrollerna och deportationerna. Otaliga användare på Facebook och Twitter började uppdatera andra om var poliskontrollerna fanns.  Och organisationer som Ingen Människa är Illegal, Aktion mot Deportation, och det feministiska och antirasistiska Ain’t I a Woman? jobbade på i sin aktivism och sitt praktiska arbete, genom att förse papperslösa med bostad och förnödenheter, genom att gömma dem från staten, och genom att föra fram deras berättelser till allmänheten. Som ett resultat av den enorma negativa reaktionen från allmänheten beslutade polisen att tunnelbanans ID-kontroller skulle upphöra.  Men andra aspekter av REVA är fortfarande aktiva. Barn och vuxna blir fortfarande deporterade, ofta till farliga omständigheter. Ibland till länder de aldrig ens besökt. Och poliserna som var ansvariga för registreringen av romer bär fortfarande sina uniformer. Kampen fortsätter.

Notering: vid tiden för den här översättningen tycks stockholmspolisen återupptagit ID-kontrollerna i tunnelbanan, men det är oklart om det sker på samma skala som förut.

Reports of inner border controls in the Stockholm public transportation system have caused anger, fear and outrage. This inner border controls campaign, bearinng the Orwellian designation REVA (“Rättssäkert och effektivt verkställighetsarbete,” meaning “Legally Certain and Efficient Enforcement”), uses disguised police officers to perform ID checks of people they think might be in Sweden “illegally.” This “might,” based on little more than apparent ethnicity, has severely curtailed the freedom of movement of Stockholm’s people of color.

The ID checks in the Stockholm subway are only one aspect of an intensified war on undocumented immigrants. REVA plagues people of color all over the country, especially those without documentation. In the Skåne region, deportations have risen 25% after only a few months of the project being active. Many of the stories — for example one about children too scared to go see the psychologist trying treating their PTSD, because police were staking out the psychologist’s office — have caused public outcry. Police spokespeople, confronted with the barbarity of these scare tactics, keep to the same tired mantras of “rule of law,” “following orders,” and “democratic mission.” The message to activists and citizens is clear: “If you don’t like it, vote for another ruler in the next election.”

Now comes the revelation that the in Skåne have an extensive register of 4,029 Romani people. The document titled “Travelers,” makes no reference to criminal activities, has the shape of a huge family tree and includes not only people long dead but over one thousand children.

Additionally a whistle-blower from within the Skåne police department confirms that the document was known internally as a “Gypsy Register.” Despite the overwhelming evidence that police are engaging in large scale registration on grounds of ethnicity, that many of those listed have no connection with Skåne, live across the country or have no association with people who have criminal records, the police dismiss the allegations and insist the document was nothing more than a register of criminal people and their associates used for fighting crime in Skåne. The only common denominator for people on the list is being or being married to a Romani person.

Philosopher Karim Jebari argues, backed up by empirical research, that for marginalized people in Sweden — the poor, the homeless, people of color, users of illicit drugs, the mentally ill — Sweden is a police state since whatever their formal democratic rights, they have no de facto rights in their encounters with police.

Indeed it is striking how agents of the state hypocritically refer to the “democratic process” and “legal procedure” as the only legitimate means of fighting racism, authoritarianism, deportations, institutionalized violence and power abuses, while breaking the state’s own laws through blatant racial profiling and registration — infractions that then invariably disappear in the police’s investigations of itself. The verdict is always the same: “We did nothing wrong.”

Again and again, the police face allegations of racism, brutality and misconduct. And, again and again, we are told to be patient, to be complacent and to vote the problem away. As an anarchist, I believe we should reject the notion that the state is the only legitimate means of social agency and progress. States have shown from their inception that they are unable and have little incentive to combat these manifestations of brutality that fly in the face what “democracy” is supposed to stand for. We need to stop giving them second chances.

Does this mean that all reforms are pointless? No. There is sometimes progress as a result of social pressure and opportunist or actually caring politicians. But all these small steps are negligible compared to the unparalleled benefits that would come from a move toward a culture where calling the police is not the go-to solution when faced with a conflict, where communities started taking safety and solidarity in their own hands and where voting is not seen as the central responsibility we have towards other people. A move, in short, toward anarchy.

This is why it is invigorating to see some of the ways ordinary people in Sweden have responded to the racist ID checks and deportations. Countless users on Facebook and Twitter are updating others on the whereabouts of police. Organizations such as No Human is Illegal, Action Against Deportations and the feminist and anti-racist Ain’t I a Woman? have pushed on in their practical and activist work providing undocumented immigrants with housing and subsidence, hiding them from the state and bringing their stories to the eyes of the public. As a result of the huge negative public reaction, the police announced that the subway ID controls would cease. But other aspects of REVA are still active. Children and adults are still being deported, often to dangerous circumstances and sometimes to countries they’ve never even visited. And the police responsible for the registration of Romani people are still wearing their uniforms — the struggle continues.
