Police culture has created an industry out of manufacturing "probable cause," from the crudest (simply perjuring themselves while swearing out a warrant, or blackmailing testimony from a jailhouse snitch), to the more "respectable" invention of pretexts by combing through records for unpaid tickets or reaching (quite strenuously) for some "code violation" at the person's house. Not to mention training drug-sniffing dogs to "alert" on cue.
