There was no massacre in the 1973 incident, although they did resist violently then.

They then opened fire on the Lakota, massacring them.

In the case of " the double-tap drone attacks on foreign first responders" the US government itself explicitly has taught of this being a tactic used in terrorism, and trained personnel against its use (i.e. the danger of responding to a bombing when they may be targeted by more bombs). Now it seems they have taken up this very tactic overseas.
